Delays and Progress Updates on Pattaya’s Eastern Sports Stadium

Construction of Pattaya’s Eastern Sports Stadium, a long-delayed project aimed at serving as a hub for local and national sports competitions, has seen both setbacks and progress over the years. The stadium, located in Huai Yai Subdistrict, Bang Lamung District, Chonburi Province, spans 371 rai and is designed to accommodate 20,000 spectators. Despite a budget exceeding 774 million baht and plans initially set for completion between 2008 and 2017, the project has faced repeated delays and incomplete construction, leading to public complaints and scrutiny.

The National Anti-Corruption Commission (NACC) recently reviewed the site after reports that the project, stalled for 15 years, had left equipment and facilities inside the building in disrepair. Pattaya City officials attributed the delays to several challenges, including the rocky terrain of the construction site, which required hiring military engineers at an initial cost of 398 million baht. Subsequent efforts to advance the project were hindered by the COVID-19 pandemic, labor shortages, and disputes with contractors. One contractor abandoned the project after receiving payments totaling 143.2 million baht, prompting the city to seize a 50-million-baht deposit and initiate legal action to recover additional funds.

To address the delays, Pattaya City secured council approval for a three-year budget commitment to continue construction. The first phase of this plan involves a 328-million-baht allocation, with procurement and contractor selection currently underway. The city also assured that the NACC will oversee and inspect the project in parallel.

Most recently, Pattaya Mayor Pramet Ngampichet provided updates on the stadium’s third construction phase, which commenced on September 27, 2023, with a 377-million-baht budget. The contract allows 820 days for completion, and as of now, 476 days have passed, with construction progress at 39.37%—slightly ahead of schedule by 4.72%, or 38.7 days. To counter potential delays from the approaching rainy season, contractors have been instructed to expedite work.

The stadium’s third phase is expected to be completed by December 25, 2025. However, additional funding will be required for final elements, including more seating and landscaping. The city has set a budget for these aspects and anticipates completing procurement processes by the end of the year.

In closing, Mayor Pramet highlighted the significance of the project, which remains a priority during regular government meetings and ongoing reports from the city’s engineering office.
